Mrs. Bush is one of the most admired women in the United States, with approval ratings leaps and bounds above her husband's this year. She's using her popularity to extend a friendly face to the Middle East, two months after she made a brief surprise visit to Afghanistan.

Mrs. Bush spoke at the Hussein Bin Talal Convention Center, a sparkling new structure overlooking the Dead Sea. It was the most high-profile event of a three-nation tour that will include visits to programs that are advancing childhood education and women's roles.

Her appearance came on the second day of a three-day international conference sponsored by the Geneva-based World Economic Forum. It brought together about 1,300 international business and political leaders as well as a few celebrities, such as actor Richard Gere. The forum is best known for its glitzy annual meeting in the Swiss ski resort of Davos.

In some ways, Mrs. Bush was speaking to the choir. She echoed the sentiments of many speakers at the conference and her appearance was not an overwhelming draw, with the auditorium only a little more than half full.

Rice Commends Kuwait on Giving Women Vote

It was not clear whether that meant a strict dress code or just separate polling stations and election campaigns.

Birds Attack Zoo, Hitchcock in Hysterics

HOUSTON - Like a scene from the horror movie "The Birds," large black grackles are swooping down on downtown Houston and attacking people's heads, hair and backs.

Authorities closed off a sidewalk after the aggressive birds which can have 2-foot wingspans flew out of magnolia trees Monday in front of the County Administration Building.

"They were just going crazy," said constable Wilbert Jue, who works at the building. "They were attacking everybody that walked by."

The grackles zeroed in on a lawyer who shooed a birdaway before he tripped and injured his face, Jue said. The lawyer was treated for several cuts.

On Monday a young grackle had fallen out of its nest and adult birds attacked people who got too close, Jue said. Another bird attacked a deputy county clerk.

Two women came to help her after she fell to the ground, and the birds attacked them as well. The group escaped by running into the building.

Exam results reveal gender gulf in schools Study proves boys lag far behind girls nationwide Amelia Hill, education correspondent

The shocking extent of under-achievement by boys in some of Britain's leading schools has been revealed in a report which for the first time shows the huge differences in the performance of girls and boys across the country.

The report, which breaks down the A-level results of 1,500 schools, both state and independent, by gender, shows schools where girls are up to 115 per cent more likely to achieve an A or B grade than boys.

'This data shows there are schools that seem to be educating their students to a very high level, but which actually need to be making a major effort to get their boys up to scratch,' said Ralph Lucas, editor of the Good Schools Guide, which requested the data from the Department for Education and Skills under the Freedom of Information Act.

In 71 per cent of the 122 independent schools surveyed, girls gained more A and B grades than boys in their 2004 A-levels. Girls achieved more than 10 per cent better results than boys in one in five schools, with some of the best establishments in the country showing the widest differences: in Marlborough College, for example, just 73 per cent of boys got A and B grades compared to 93 per cent of girls.

'Parents should take this new information into account when choosing a school for their boys because this problem will definitely affect their own sons' performances,' said Lucas.

In the 1,132 state schools surveyed, girls achieved better than boys in 74 per cent of cases, achieving over 10 per cent better results in 43 per cent of schools.

The figures will reignite the debate on the performance of boys and girls in school. Although girls have regularly outperformed boys in GCSEs and A-levels, it has not been shown before how big the gap between the genders was.

In the most extreme case, City College in Birmingham, girls were 115 per cent more likely to achieve an A or B grade than boys. In London's Kidbrooke School, where Jamie Oliver recently transformed the lunchtime menu, just 15 per cent of boys achieved the top grade compared to 35 per cent of girls.

'It is very hard to pin down the exact reason for the disparity in results but I don't think there's anything more we can do,' said Leslie Clark, headteacher at Edgehill College, Bideford, north Devon.

Professor Tony Henry, principal at the City College in Birmingham, where 28 girls and no boys got an A or B at A-level last year, blames the local culture.

'We have three buildings dedicated to women-only education in Birmingham and boys have now become the problem instead,' he said. 'We are trying to re-engage boys through vocational and activity-based courses but we are fighting against a heady local cocktail of male unemployment and an extreme drug culture.'

But Malcolm Trobe, headteacher at Malmesbury School in Wiltshire, rejects the data. 'There is not a significant difference between the genders if you look at the value-added results: we are getting more boys coming into sixth form with low prior achievement compared to girls,' he said.

'Instead of saying we should be getting more boys staying on in education, we should be ensuring we are getting them on the right path for them,' he added. 'Of the boys who do take A-levels here, we don't have many dropping out, while the boys who choose vocational paths instead tend to do very well too, suggesting both cohorts are making the correct decisions for them.'

At the £11,000-a-year selective, private City of London Freeman's School in Ashtead, Surrey, just 47 per cent of boys achieved A and B grades compared to 81 per cent of girls. Headteacher David Haywood believes this is to do with the intrinsic ability of boys rather than the school's educational ethos.

Kent College in Canterbury is one of the very few schools where boys do better, with 65 per cent getting an A or B compared to 55 per cent of girls. Head Gina Carminati said the improvements follow a recent change in teaching styles. 'We now spend time with each pupil, focusing on their personal learning styles and setting them individual, challenging, lesson-by-lesson targets,' he said.

Monkey Escapes From S.C. Island Laboratory

BEAUFORT, S.C. - An escapee from Morgan Island has been captured in a tree in the backyard of a home on Lady's Island — about 7 miles away from where he was supposed to be.

The 10-year-old, 20-pound male rhesus monkey was first noticed as missing from the island April 30, the same time residents of Coosaw and Lady's islands reported seeing him. Some residents were concerned the animal might carry an infectious disease because Morgan Island houses primates used in government research.

Westergaard said it was unlikely the monkey would have a disease because the research performed on the animals isn't done at the island. The monkeys also go through physical examinations four times a year to make sure they are healthy and carry no diseases, he said.

"This monkey's in great shape," he said.

He said there are no artificial barriers keeping the monkeys on the island other than the water surrounding it, as they tend to be social creatures and stay with other monkeys.

"I don't know what happened to this guy," Westergaard said.

NY doctors charged with giving Viagra to the mob

NEW YORK (Reuters) - Three New York doctors were charged on Thursday with giving large amounts of Viagra and other anti-impotence drugs to mob members in return for construction and auto repair work done by mafia-controlled businesses.

Arlen Fleisher, Stephen Klass and George Shapiro, all doctors in Westchester County, a suburban area north of New York City, were accused of trading prescription drugs and drug samples with members and associates of the Gambino crime family. The one-count complaint was filed in Manhattan federal court.

Lawyers for all three defendants said their clients denied wrongdoing.
If convicted, the men could face a maximum 10-year prison term. They were arrested at their homes on Thursday morning and released after each posted a $50,000 bond.

In addition to Viagra, the doctors are accused of giving out Cialis, Levitra and other prescription drugs. According to court papers, Gambino members used the drugs and also gave them to others. In one instance, a high-ranking member of the Gambino crime family asked Klass to get him the cholesterol-lowering drug

Federal prosecutors said no value has been publicly stated for the value of the pharmaceuticals that were traded.

Richard Herman, a lawyer for Shapiro, told reporters his client denies the charges. Herman also said Shapiro has a "pristine" record as a cardiologist and no criminal record.

Shapiro had been treating Gregory DePalma, who prosecutors say is a powerful "captain" in the Gambino family, for a heart condition, Herman said.

DePalma was indicted for racketeering in March along with the acting Gambino boss and other members and associates of the organized crime family. The charges against the doctors grew out of the investigation into Gambino family activities.

The complaint said that by the end of the

"He (Shapiro) never had those drugs in the first place, so he couldn't have given them out," Herman said.

Robert Wolf, one of the lawyers representing Fleisher, said it is an accepted practice among doctors to give patients samples.

"This is a message to the medical profession. Don't treat Italians," he told reporters. "This is rampant and accepted in the medical profession, unless your patient is Italian."

California's toughest prison fights notorious image

CRESCENT CITY, Calif. (Reuters) - Goldwire Jackson long embodied a prison guard's worst nightmare -- an inmate who brutally assaulted officers, destroyed prison property and repeatedly removed his clothes to masturbate near others.

Today, officials call Jackson a success story at Pelican Bay, California's top-security prison in the far northwest of the state, a facility a 1996

"I didn't know how to deal with my frustration," Jackson, 35, said about his 58 offenses behind bars in a 5-year period.

"Some people are psychologically strong enough to deal with the conditions and others are not. It didn't drive me insane; it just stressed me out beyond belief."

Imprisoned on robbery charges, Jackson has spent many of his 14 years behind bars at Pelican Bay's controversial "supermax" prison within a prison. Inmates are kept in cells for all but about 90 minutes a day, when they exercise alone.

A decade ago in what is known as the Madrid case, U.S. federal Judge Thelton Henderson found that Pelican Bay guards routinely violated inmate rights and he has monitored conditions ever since. Only last year, he threatened to take over California prisons because of concern officials were blocking investigations into allegations of abuses by guards at Pelican Bay, which opened in 1989.

"A lot of what happened I think early on in the prison was simply a question of, you know, rushing to opening, not having procedures and policies in place to deal with what, at the time, and still, is a very violent population," said Peter Siggins, California Gov

SANITY BEHIND BARS

Officials say they have since fixed many of the early problems and point to the prison's special unit for violent inmates suffering from psychological problems.

"We're much more professional than we used to be," said Capt. Cara Patten, who oversees the psychological units. "The most marked thing that is different with the Madrid decision is that we are providing mental health care to inmates," she said.

Access to care is vital because of the severe isolation of 1,100 inmates at the supermax facility, experts say.

"The problem with Pelican Bay ... is that there is no hope," said Terry Kupers, author of "Prison Madness: The Mental Health Crisis Behind Bars and What We Must Do About It." "The despair just increases the other psychological problems."

The prison wing's design seeks to lessen violence. Pelican Bay offers group therapy sessions but places the men in individual phone booth-sized cages. "They have to be separated otherwise they will kill each other," Patten said.

She said violence had fallen dramatically in recent years. "The major difference -- and I'm not going to downplay it -- is medication," she said, adding that television in cells also helped. TV "is a good babysitter, it really is. They are not focusing their anger on us."

MEDICATED PRISONER

Jackson had long resisted medication. He was even charged with threatening a judge during a prison hearing on the issue. He said he was concerned about the absence of an American flag in the prison courtroom.

Yet he is now able to offer a cogent explanation of his past behavior and says he is less violent and does not hear voices any more. However his bodybuilding frame has softened as well.

"That could be part sexual frustration and an attention getter," he said about his episodes of public masturbation. "It's the reaction that really kind of tripped me out."

Patten said she may soon move Jackson to a less-isolated section for less-violent inmates with mental health issues. A Navy veteran from Delaware who was imprisoned starting 14 years ago, Jackson is scheduled to be released from prison in 2007.

As for Pelican Bay's legal woes, experts say the worst has passed. In November, Judge Henderson commended the California Department of Corrections for working to improve conditions.

Roderick Hickman, secretary of the California Youth and Adult Correctional Agency, recently said the judge's threat to take control of California's prisons -- something that has happened before in states such as Texas -- has passed.

"I don't believe he's going to intervene. I think we've been successful in providing the right kind of management and leadership in the remedial planning process," he said.
